Charlene Rivera

Charlene Rivera is a Research Professor in the Graduate School of Education and Executive Director and Founder of The George Washington University Center for Equity and Excellence in Education (GW-CEEE). Rivera’s areas of expertise include policy analysis, program evaluation, and leadership development in areas such as standards, assessment, state assessment policies and practices for accommodating English language learners (ELLs), accountability, and instructional practices for teaching reading to English language learners. Rivera is the Principal Investigator and Director of various projects including the Academic Language Project to identify the academic language demands of secondary science and mathematics standards for English language learners funded by the Bill & Melinda Gates Foundation; the Mid-Atlantic Comprehensive Center, to provide technical assistance to State Education Agencies in the Mid-Atlantic region; the LEP Partnership Project-Best Practices in State Assessment Policies for Including and Accommodating English language learners; and the Mid-Atlantic Equity Center, funded by the U.S. Department of Education. Rivera serves on several boards and technical working groups such as the National Academies Panel to Review Alternative Data Sources for Funding States in serving English Language Learners under Title III of the Elementary Secondary Education Act, and the National Assessment Governing Board’s Technical Advisory Panel for Uniform National Rules for NAEP Testing of English Language Learners. Rivera is widely published, including books, refereed journal articles, book chapters, and scholarly reports. She holds a doctorate in education from Boston University.
